Freedom of the High Seas

Is the U.S. willing to spend its resources to guarantee freedom of the high seas for the entire world? Because what I'm seeing when the Islamic Revolutionary Guard Corps, or IRGC, charges a toll booth on the Strait of Hormuz, is that we are implicitly acknowledging that this jihadist militant group is going to be allowed to hold the high seas hostage indefinitely. And if that's the case, then other powers that sit next to important straits, like the Strait of Malacca or the Taiwan Strait, are going to look out and say, hey, maybe we could do something like that. Europe has said that they are not going to participate in opening the strait. China and Russia vetoed a UN resolution to open the strait. So it looks like we're at an impasse. The U.S. either does this for everyone else, or we look out at Europe and the rest of the world and say, you know what? We are about to get quantum computing here and super-powerful AI, and we're going to be looking inward. What do you think? What direction should we go?
