The South African Local Government Association (SALGA) says the local government sphere requires support and reform as it is faces structural and systemic fiscal challenge. The Association was reacting to Treasury's decision to temporary withholding the equitable share of sixty nine municipalities in the country. SALGA says while this action aims to promote sound financial management and accountability, it believes the withholding of funding for municipalities must balance compliance objectives with practical impact on service delivery municipality financial sustainability.
