The City of Johannesburg is in a race against time to avoid a potentially crippling funding blow from the National Treasury. Finance Minister Enoch Godongwana has issued the metro a final notice of his intention to withhold funding, citing an unfunded budget, mounting debt and ongoing concerns over financial management. The city has been scrambling to convince the Treasury that it has a credible plan to turn things around. So what will it mean for Joburg residents should the Treasury follow through on its threat?
