National Treasury's Municipal Financial Management Act Compliance Report, covering the financial year July 2024 through to June 2025, points to mixed performance results.

Key findings show that the system of delegation had only been signed by 127 municipalities out of 257.

Twenty-three percent of municipalities canvassed by National Treasury did not respond around whether their system of delegation was in place or not, suggesting low levels of accountability.

Another finding included that unauthorised, irregular, fruitless and wasteful expenditure had reached 268.1 billion rand in the period, showing a failure of internal controls.

Municipalities tend to write-off these losses rather than look to enforce accountability and, in turn, ensuring the money is recovered.
