On June 4, 2026, Rep. Suzan DelBene (D-WA) questioned Treasury Secretary Scott Bessent at the House Ways and Means Committee. DelBene is a former Microsoft corporate vice president and former director of the Washington State Department of Revenue — she has personally been responsible for securing the tax and financial data of millions of people. She came to this hearing with a completed GAO report.

DOGE AND THE TREASURY PAYMENT SYSTEM: On January 31, 2025, Bessent personally granted DOGE access to one of the Treasury Department's payment systems at the Bureau of the Fiscal Service — a database housing Americans' Social Security numbers, bank account information, and the plumbing for nearly all federal payments. DelBene and her colleagues requested a GAO review of this unprecedented access. The GAO completed its report in May 2026, which she entered into the committee record.

THE GAO FINDINGS: The GAO audit determined that a DOGE employee was inadvertently granted temporary access to create, modify, and delete data from the payment system — not read-only, as Bessent repeatedly claimed. The GAO also found that a second DOGE staffer sent an unencrypted file containing USAID payment information and individuals' names to external DOGE personnel at the General Services Administration. No disciplinary action was taken. The GAO issued six specific recommendations to fix the identified vulnerabilities — the fiscal service (part of Bessent's department) agreed with three of the six and did not state a position on the other three.

THE EXCHANGE: DelBene asked Bessent directly: "Do you take responsibility for that? And what specific measures have you taken to protect affected individuals' data?" Bessent's first response: "Would you care to look up what 'inadvertent' means?" When pressed, he said the access was "read only" and that staff "had no ability to edit" — contradicting the GAO's own finding. Asked what has been done to prevent a recurrence, he said: "We have tightened up all protocols on systems. I guess that's not very specific." When asked about the unencrypted file, Bessent asked why she was bringing up USAID — "USAID I do not oversee." DelBene's response: "And this is still a file containing payment information. Are you not in charge also of the Treasury?" When asked for Treasury's position on all six GAO recommendations, Bessent said he didn't have a copy in front of him. He'd get back to her. His final deflection: "President Trump and his family — 400,000 people — had their tax returns stolen at the IRS." DelBene: "You are in charge. What are you doing to prevent that?" Time expired. DelBene's final line: "You have said nothing specific of what you've done."

DOGE's broader record under Musk's tenure: nearly quadrupled its original budget, lost taxpayers hundreds of millions in estimated interest and fee revenue, and paid roughly 200,000 federal employees approximately $22 billion to stop working.
