On the Monday of June 29th 2026, the President of Bukina Faso Captain Ibrahim Traore, who is also the current president of the Alliance of Sahel States Confederation finally approved the holding of confederal sessions of the AES Parliament, in what will be a complete and final alternative to the ECOWAS parliament, from which they withdrew their membership.

This was after meeting the three speakers of the AES member countries at the presidential palace, led by Doctor Ousmane Bougouma of Bukina Faso, who had been accompanied by his counterparts from Mali and Niger.

And in a media briefing after their talks, this is what the Burkina speaker had to say.

"We have just come out of an audience with His Excellence Captain Ibrahim Traoré, President of Faso, Head of State and Acting President of the Alliance of Sahel States (AES) Confederation. We are accompanied by our counterparts from Mali and Niger for this meeting.

You will remember that on September 18 and 19 2025, the parliamentary speakers of the AES met here in Ouagadougou to draft the texts for setting up the confederal sessions of the AES parliaments. These draft texts were adopted by the Conference of Heads of State of the AES on December 23 2025, in Bamako.

Today's meeting aims to reflect together on the process of implementing the confederal sessions of the AES parliaments. But before beginning our working session, it seemed right to us to meet with His Excellence Captain Ibrahim Traoré, President of Faso, Head of State and President of the Confederation of Sahel States, to receive his guidance and advice on setting up these confederal sessions.

We have just received the green light from His Excellence Captain Ibrahim Traoré to move forward very quickly with the implementation of this confederal session. In the coming days, we will proceed with designating the MPs who will compose the confederal session, and we will look into convening this session as soon as possible.

Because the objective is to complete the institutional architecture of the AES, and above all, the confederal session aims to represent the peoples of the Confederation—allowing these populations to ensure the work is done, to be informed about the issues and to carry the voice of the peoples of the Sahel."

It is worth noting that the structure of the Alliance of Sahel States Parliament is organized into rotating confederal sessions, rather than a single fixed physical headquarters like the ECOWAS Parliament in Abuja, and it utilizes a balanced representation system.

Instead of a single fixed permanent headquarters, the AES Parliament will operates through confederal sessions that rotate among the member capitals, that is Ouagadougou in Bukina Faso, Bamako in Mali and Niamey in Niger.

For instance, the core legislative drafts were finalized in Ouagadougou, and the ongoing operational coordination meetings continue to move among these capitals.

Additionaly, the legislative body will have a total of 45 Members of Parliament or deputies as popularly known in francophone West Africa, and the protocol that was signed in Bamako mandates a completely equal distribution of representation across the member nations, with Bukina Faso having 15 confederal deputies, Mali having 15 confederal deputies, and Niger as well having 15 confederal deputies.

These 45 representatives will be designated directly from the existing national parliaments of each state, to form the collective confederal sessions.
