In 2023, Ibrahim Traoré’s government launched what it called the Agricultural Offensive — officially, the Agropastoral and Fisheries Offensive 2023-2025. The name itself sounded almost military, and that was probably intentional. The plan had two tracks. Small farmers, working tiny plots by hand, would get draft animals — oxen and donkeys, to help them plow their land. On the other hand, larger farming operations would get tillers and tractors.

So in the very first wave, the government distributed more than 400 tractors, along with subsidized fertilizer, to farmers across the country. The scale of the spending was enormous for a country at Burkina Faso's level of income. The government allocated 78 billion CFA francs — that's roughly 130 million US dollars, just for agricultural equipment in a single year!
