First, it was Bamako. Now it is Niamey. Another Sahel capital has come under attack. Gunmen struck Niger's main international airport and a nearby military base in an assault claimed by JNIM, al Qaeda's affiliate in the Sahel. Thirty-five people were killed. In a dramatic statement, Niger's military government accused "armed mercenaries under the funding of Emmanuel Macron's France" of backing the attack, an allegation Paris has repeatedly denied. The latest violence raises fresh questions over security in the Sahel and whether the region's military rulers are succeeding in their promise to defeat terrorism.
